TH also introduced investment products namely Dana Al-Ansar, for financing purposes to Bumiputera small entrepreneurs, in line with the Government's efforts to empower the Bumiputera Development Agenda.

Al-Ansar Bumiputera Fund
Al-Ansar Bumiputera Fund is launched under the Restricted Investment Account “RIA”, the first in Malaysia approved by Bank Negara Malaysia under Islamic Financing Scheme Act 2013 (IFSA). Al-Ansar Bumiputera Fund provides financing and credit facilities amounting from RM50,000 to RM1 million in 5 years, with a shariah based concept Tawarruq.
Lembaga Tabung Haji allocated RM200 million for this fund, which is managed by Bank Islam Malaysia Berhad which will be disbursed to the Muslim Bumiputera Entrepreneurs and Small Medium Enterprises (SMEs). The offered products is Business Financing-i (Tawarruq) and Ijarah Thumma Bai-i.

This fund is Tabung Haji’s initiative in support of YAB Prime Minister’s call as per stated in his 2015’a Budget Presentation titled “Prospering the Rakyat”.

Action 3: Bumiputera SMEs
For Bumiputera SMEs, amongst the initiatives to be implemented through 2015’s budget are:
“Lembaga Tabung Haji will allocate RM200 million to Bank Islam for the establishment of the Shariah-compliant Restricted Investment Account (RIA) to provide financing of RM50,000 - RM1 million starting January 2015”
This fund aims to strengthen Muslim Bumiputera Entrepreneurs and Small Medium Enterprises (SMEs) by providing financing for the purpose of working capital and/ or capital expenditure, in order to expand their businesses. The programme is open to qualified Small and Medium-sized Enterprises (SMEs) owned by Muslim Bumiputera, i.e. sole proprietary, partnership, and private limited companies that operate syariah-compliant activities. This is aligned with the Government’s hope to empower the Bumiputera’s economy by supporting them via financing contract/ working capital.

Providing capital assistance can help the SME industry in facing challenges and continue to be competitive and to capitalize on the existing opportunities under the ASEAN economic community.
The criteria for determining the distribution of funds are as follows:

The total limits of financing being offered is from RM 50,000 to RM1 million. Whereas the allowable years of financing tenure is from 3 to 5 years. The profit rate being charged is 4.5% per annum fixed throughout the financing tenure calculated based on flat rate.
The Eligibility Criteria That Are Required In The Programme
Small and Medium-sized Enterprises (SMEs) owned by Muslim Bumiputera need to satisfy the following eligibility criteria in order to be qualified to apply for Al-Ansar Fund:
- Business activities must be Shariah compliant
- Wholly Owned (100%) by Bumiputera Muslim
- Operating for at least 2 years
- Minimum one (1) year profit
Priority To 11 Industrial Sectors
Lembaga Tabung Haji allocates gives priority to 11 sectors for this fund, such as Halal Food, Oil and Gas, Education, Health, Agriculture, Agriculture and Agro-based, Construction, Transport, Telecommunications support and Utilities, Wholesale, Retail and Hospitality. This is to help Bumiputera entrepreneurs to expand their businesses especially in these sectors.
